CME.04 – Roadway Improvements on North Mill Street

The project proposes improving the existing conditions of North Mill Street in Naperville, Illinois, spanning from Ogden Avenue to Spring Avenue. The surrounding of this street features notable elements such as Naperville North High School, a residential neighborhood, and a business center. Because of this, North Mill Street experiences high utilization, emphasizing the need for improvements. Within the street itself, there’s a signalized intersection connecting West 5th Avenue with North Mill Street, and a stop sign at West 6th Avenue connecting to North Mill Street. These various traffic control systems introduce an inefficiency to traffic flow. A unique solution to the Naperville area is being proposed to remedy the current roadway conditions on North Mill Street. The team is removing the existing signalized intersection and the stop-sign control, and connecting West 5th Avenue and West 6th Avenue through an elliptical one-lane roundabout design. The proposed roundabout creates a continuous flow of vehicles, ultimately increasing the flow of traffic. However, due to the shape of the roundabout, adjustments to the surrounding land are needed to implement this design. Within the roundabout itself, the center island will feature short vegetation to maintain adequate visibility for drivers. This way, drivers have the ability to identify any potential obstacles. Additionally, to mitigate the risk of over-designing the roundabout, the team has used available traffic counts on North Mill Street by the City of Naperville’s transportation department. The team used this traffic data to optimize the roundabout’s size, and ensure it can maintain future projected traffic volumes. The project team is also introducing an inclusive design that incorporates four-foot-wide bike lanes. The bike lanes are accommodating for micro mobility users that are traveling on North of Mill Street. In response to safety concerns regarding micro mobility users and sharing the road with vehicles, the team will install concrete curb dividers to ensure uncompromised safety. The implementation of the bike lanes will encourage local students, residents, and others to opt for alternative modes of transportation, while highlighting the importance of sustainability. The team is committed to providing a secure, multi-user, and innovative transportation infrastructure to address conflicts in traffic flow on North Mill Street. The project is proposed with standards that are in compliance with MUTCD, IDOT, AASHTO and regulations on transportation, as well as adhere to City of Naperville design standards and details.
